Oh, compost! Just occurred to me. A few cartoons earlier, he walked into Churchiana (?), through a sentry post. This must be urgent for him to still officially be there (not cleared out by guard), but sneak out.
Static guards stay at their post. In this case, at the checkpoint on the edge of town. They didn’t escort him through town, and don’t actually know or really care much precisely where he is, other than, “In town on business.” He is no longer their problem. (There may be roving guards, but they probably have not been informed that he’s there in town – because why would they? He’s there all the time, and not a threat.)

Sometimes getting through checkpoints just depends on who is on duty when.
It’s Churchi, though some refer to it as West Churchi.
